DUTIES & RESPONSIBILITIES:
Advises supply management on contracting strategy as applicable to procurement at the pre- project stage, includes participating  in the Front End Engineering Design (FEED) to help in defining supply terms and conditions and related milestones.He may be  having specific–day  to  day duties  in co-ordination  and  association  with all the Projects Manager /Site Engineers and end users for their day to day material requirements.Responsible for all purchases and delivery to the destination (at site, store, head office, etc.) after receiving approved Material Requisition (MR). Develops the terms of contract documents for the supply of special material.    
 Audits all of the phases and activities of the material supply chain.Determines the various sections of contract documents related to material supply on ‘long term strategic  alliance’ viz: scope of work, interface  procedures,  assigned purchase orders / Price Agreements and contractual deliverables.Recommends/determines  appropriate  strategies  for purchasing  long-lead  and  strategic  items, critical equipment and other key/bulk items.Develops  criteria  for  determining  whether  items  are  to  be  included  in  the  stock  or  price agreement and set guideline for establishing optimal stock levels for various stock items.Advises supply management on all aspects of major procurement contracts. Includes selecting contract terms and conditions, reviewing tender documents, bid evaluation and recommending award, and investigating and negotiating claims. Develops contract control procedures.Ensure  that  expediting  and  shipping  units  serve  as  chain  links  to  complete  the  loop  with procurement staff, in order to meet the project operational deadlines and milestones.Serve  as  an  operational  and  technical  resource  to  all  of  project  procurement  staff  in  the communication and resolution of purchasing systems issues; negotiate successful resolution to problems or concerns, educate them about processes and procedures.
 
 
SPECIFIC SKILLS/KNOWLEDGE:
Minimum of 10-15 years experience in Construction industry.    
Knowledge of FEED materials and sourcing strategy.
Knowledge of international material standards and specifications.    
Knowledge of insurance contracts and claims procedures.
Precise report and recommendations.
Negotiation, Commercial Acumen, Leadership, Team Building, Analytical skills
Computer literate with strong knowledge using procurement software.    
Good command of the English language (verbal and written)
 
MINIMUM REQUIREMENTS
Bachelor’s Degree in engineering/related field.    
MBA is preferred
GCC experience is a great advantage.
