Role Purpose:
1. Strategically align all the projects in the organisation to the objectives of the business
2. Lead the establishment, development and running of the EPMO
3. Lead the Programme Governance
4. Manage internal stakeholders management within ExCo and Leadership team in Vodafone Qatar
Financial Responsibility (Budget or P&L etc.):  None
Business Responsibility (customers/staff etc): None
Role Accountabilities (Financial, customer, operational, KPI’s etc.)
 Leadership and guidance 
• Lead high-level sessions for program plan and schedule development.
• Review and approve project plans for conformance to program strategy and program plan and schedule.
• Ensure that the portfolio delivers the organisation strategy
• Scan the horizon for potential policy changes or initiatives and inform the programme(s) and project(s) when the policy or strategy changes and make recommendations for changes and enhancements
• Ensure the portfolio activities contribute to the bottom line value of the organisation and delivery of benefits from all programmes and projects
• Define clear and time bound objectives for each of the programme component
• Manage and track critical programme risks and issues and resolve programme conflicts
Portfolio  planning
• Provide strategic oversight support for the Governance Committees
• Develop and implement strategies for the effective planning, monitoring and delivery of the portfolio in conjunction with business owners and programme managers.
• Lead the development of the portfolio strategy and delivery plan
• Develop and manage the prioritisation model
• Engage with senior managers to establish their needs and provide integrated solutions on the management of their projects/programmes
• Audit projects and programs to ensure they follow the delivery process and implement corrective action plans where processes are not followed
Programme Governance 
•Define the Programme Governance in collaboration with the function head
•Run and manage the Project Board sessions
•Escalate decisions to executive sponsors as necessary
Stakeholder Management 
•Lead and maintain effective communications with relevant key stakeholders to ensure that the best information is available to support decision making.
• Act as the communications conduit to executive sponsors and program steering committee and conduct periodic briefings/status updates
• Foster the development of positive relationships with the organisation

 
Role Specification (Technical / Professional Expertise)
Essential
 University Degree or appropriate higher education certification
 5+ Years of experience in coordination/management of complex build or delivery programmes
 Familiar with fixed ICT infrastructure technology components, terms, usage and CAPEX profiles.
 Ability to provide strategic leadership to a matrix organisation with different groups and levels
 Can apply broad and in depth business management knowledge to resolve multi-discipline or multi-functional/process problems.
 Good interpersonal and communication skills
 Ability to work under stress and to demanding timescales
 
Desired
 Experience in working with multiple suppliers and management of supplier contracts
 Demonstrates cultural sensitivity to working in Qatar
 Formal project or programme management accreditation or equivalent experience
