Doha, Qatar: The Qatar Government Excellence Programme, fortified by Amiri Resolution No. 63 of 2023 establishing the Qatar Government Excellence Award, is dedicated to attaining sustainable governmental excellence in alignment with national benchmarks, according to H E Abdulaziz bin Nasser Al Khalifa, President of the Civil Service and Government Development Bureau (CSGDB).
Al Khalifa underscored that the Qatar Government Excellence Award aims to foster adaptable governmental services, tailored to the needs of the Qatari community, all while upholding performance quality, innovative management, and the transition to smart services. He made these remarks during the Organisational Excellence Forum hosted by Ashghal.
The forum, which featured the presence and participation of the CSGDB, served as a platform for sharing knowledge and experiences in the pursuit of organizational excellence. Distinguished corporate development experts from Qatar, the region, and around the world, along with senior managers, planning, and corporate development officials from various government entities in Qatar, attended the event. Representatives from consultants, contractors, and Ashghal leaders also joined the forum.
As a highlight of the forum, Ashghal received a 5-Star Certificate of Excellence from Russell Longmuir, CEO of the European Foundation for Quality Management (EFQM), in recognition of the authority's adherence to the enhanced EFQM excellence model.

In his opening statement, H E Dr. Eng. Saad bin Ahmad Al Muhannadi, President of Ashghal, emphasized the organization's commitment to achieving the highest standards of development, aligning with Qatar's pursuit of an exceptional government sector. Al Muhannadi announced that Ashghal is on a journey toward governmental excellence, aiming for a 7-Star certification from EFQM, by promoting a culture of excellence, fostering teamwork, actively engaging in innovation management, and striving for sustainable improvement.
During the forum, Eng. Jamal Sharida Al Kaabi showcased Ashghal's key milestones on the path to organizational excellence, underscoring the factors that led to its recognition by EFQM. Al Kaabi highlighted Ashghal's success in enhancing procedural quality, aligning with international standards of organizational excellence, and prioritizing environmental sustainability, innovation, automation, and modern technology adoption in construction and asset management.
Ashghal is committed to gradual and transformative development, aiming to become a leading governmental organization that upholds the highest excellence standards. These operational standards involve the enhancement of numerous operational processes and corporate policies, along with a multitude of excellence initiatives, all contributing to substantiating exceptional performance.
Russell Longmuir, CEO of EFQM, emphasized, "When excellence becomes an integral part of corporate culture, it becomes the driving force behind every action, decision, and interaction."
